Strengthening of the Institutional Capacity and Sustainable Development for Society Creative Ideas

The implementation of the project “Strengthening of institutional capacity and sustainable development for Society „Creative Ideas”” took place from the July 2013 until the 31st December of 2015 in Balvi, Rugāji and Riga, Latvia.

The aim of the project was to strengthen society’s institutional and human resource capacity, to promote the principle of good governance and transparency regarding the interaction and cooperation of public and non-governmental sector, as well as to facilitate sustainable development in order to ensure participation of different target groups in non-governmental sector and its activities.

The project included such activities as a survey and a research about NGO activity in Balvi municipality, creation of a Balvi NGO data base, establishment of an umbrella organization, training for NGO staff and members, development of society’s internal procedures, elaboration of medium term development strategy for the society “Creative Ideas” 2014-2020, elaboration and implementation of record-keeping regulations for society, full development of website www.creativeideas.lv and the participation in policy making process on local and national level.

Much attention was paid to activities of new members’ attraction and training of members. 26 new members were attracted and 7 trainings for members and newcomers organised. In total 11 trainings have been implemented and 200 unique persons attracted and involved in these trainings. Society “Creative Ideas” also took part in 38 public sector committees, meetings and working groups and delivered 26 opinions in a written form.

Society “Creative Ideas” became a full member of 2 national level NGOs – Civic Alliance – Latvia and Latvian Adult Education Association – and an associate member to national level NGO Latvian Rural forum.

Moreover, during the project implementation informative materials were distributed to promote public awareness on EU prioritues such as Election of European Parliament 2014, Riga – European Capital of Culture 2014, Latvian Presidency of the Council of the European Union 2015 and the European year for development 2015.

Much attention was paid to activities that focus on rural business development, including development and implementation of 1 non-formal education programme for rural youth on innovative entrepreneurship in order to raise the economic activity in regions. The programme focuses on the transformation of rural regions into active, highly competent actors in local development and promotion of new business activities.

More than 110 NGOs and 1800 persons took place in the proejct activities. Implementation of the project provided opportunity and increased capacity that resulted in the elaboration of 17 new project applications. 4 project proposals have been approved and supported by the EU funds and Riga city municipality with total amount of EUR 294 655,29.

The total budget of the project is 44 948,52 euro (31 590,00 lats). The project was financed by the European Economic Area Financial Mechanism 2009-2014 programme „NGO Fund”.

Implementation of the project in the year 2013

The purpose of the actions in the year 2013 was to ensure conditions for a successful operation of the society “Creative Ideas”, to plan and implement activities to mobilize and encourage cooperation of NGOs and the civil society in Balvi municipality with an aim to increase participation in state and municipal development, as well as the decision making process in local, regional and national level.

Society’s strategy was elaborated, home page was made operational and public lectures on joining the euro area were provided. An „umbrella organisation” was formed to promote mutual cooperation among NGOs in Balvi municipality. The Society also developed cooperation models with other NGOs on regional and national level. Training activities for society members and Balvi NGO took place. 

Implementation of the project in the year 2014

In 2014 Balvi NGO survey took place and resulted in an evaluation of Balvi NGO activity and suggestions to further development of non-governmental sector in Balvi municipality. Society's home page was improved, as well as public awareness measure took place in Balvi and Riga regarding the Riga 2014 - European Capital of Culture and the Europarliament elections in 2014. 

The Society took part in policy planning by participating in public hearings and discussions and by giving it's opinion in a written form. Training activities for society members took place. Last but not least, an informal education programme for rural youth on innovative entrepreneurship was developed in order to raise the economic activity in regions.

Implementation of the project in the year 2015

In 2015 an informal education programme for rural youth on innovative entrepreneurship was implemented in order to raise the economic activity in regions. Society's home page was improved, as well as public awareness measure took place in Balvi and Riga regarding Latvian Presidency of the Council of the EU in the first half of the year and the European Year of Development 2015. 

Society's brochure, guideliness for publicity and visual identity and guidelines for project development was created. Training activities for society members and Balvi NGO took place. Last but not least, the Society took part in policy planning by participating in public hearings and discussions and by giving it's opinion in a written form.
